Dr. Celine Jacquemin, Ph.D.

Professor, Department of Political Science

Dr. Céline, as she is known by her students, is a Professor of Political Science who specializes in International Relations at St Mary’s University in San Antonio. After seeing the performance and work of the fall students for the StMU Scholars (previously StMU History Media), Dr Céline signed up her first class on International Law & Treaties to join this project.
Dr Céline is bringing in her new Civic Engagement Courses into the project with her students who will work on infographics this spring 2023.
Dr Céline’s expertise covers parts of Europe and the Great Lakes of Africa where she more closely studies Democratization, Human Rights, and particularly Rwanda. She testifies as a pro-bono expert witness for political asylum cases linked to female genital mutilation for the Center for Legal and Social Justice at St Mary’s University and for other non-profit legal organizations. Dr Céline is returning to her original interest in North Africa as well. Her research focuses on Kabyles and Berbers, the indigenous population of North Africa who resist oppressive policies of Islamization and Arabization by their governments.
In her most recent publication, she coordinated with Professor Toyin Falola to edit a book titled: Identity Transformation & Politicization in Africa: Shifting Mobilization, 2021 published by Roman & Littlefield.
As well as chapters entitled “The Politics of Evangelization through Education and Development: Marianist Projects in Kenya,” in Contentious Politics in Africa: Identity, Conflict, and Social Change, edited by Professor Falola and Dr Shadrack Wanjala Nasong’o, by Durham: Carolina Academic Press and “14. French Foreign Policy in Rwanda: Language, Personal Networks, and Changing Contexts” in The Political Economy of Development and Underdevelopment in Africa edited by Toyin Falola & Jessica Achberger, Taylor & Francis.
